As a constituent and strong supporter of child rights, I urge you to call on World Bank management to ensure that consultations with children are included in the third phase of the World Bank safeguards review. Children are one of the most important groups for the World Bank to focus on in order to achieve its mission to reduce poverty. Often, they are the current and future primary beneficiaries of World Bank projects, and their security and well-being can determine the success or failure of poverty eradication endeavors.
One of the best ways to ensure children’s needs are protected in development policy and programs is to consult with them directly, and the language pertaining to children in the newly proposed safeguard policy on stakeholder engagement and information disclosure is a welcome addition that will give children a stronger voice around individual projects. However, the Bank has not yet consulted directly with children around the policies that will govern such future projects. Accordingly, we think the Bank should put into practice the recommendations in this policy and consult with children as the safeguards are finalized in order to ensure that their opinions and needs are successfully incorporated in the final draft.
Children must be consulted directly to ensure their needs and interests are fully addressed in the new Framework. I hope that you urge World Bank management to seriously consider ways to better include the voices of children and adolescents in their outreach efforts to stakeholders during the third and final phase of the safeguards review.
