The Inspection of the Chashma Right Bank Irrigation Project in Pakistan began in early January with the Panelists preparing a work plan prior to their visit to Pakistan, scheduled for later in the month. The Inspection Requesters were invited to comment on a draft terms of reference for the Inspection.
The Requesters highlight the importance of the Panel’s independence in determing the scope and process of the Inspection
The ADB has selected four panelists from its Roster of Experts to carry out the Chashma Project Investigation
The ADB’s loan closing date for the Chashma Project has been extended from December 31, 2003 to December 31, 2004. Chashma Inspection Requesters and NGOs had been asserting that the ADB should not close the loan before the problems caused by the project are addressed.
Please find the attached Report regarding Chashma Right Bank Irrigation Project-Stage III (CRBIP-III) and Grievance Redress and Settlement Committee (GRSC). The report is based on my recent visit to the Chashma area and 7 villages from the 5 to the 10 of April 2003, interviews with local government officials, and interviews and email exchanges with staff of the Asian Development Bank (ADB).
