CRP must determine eligibility of the request and present a recommendation to the Board by December 20.
The ADB Compliance Review Panel (CRP) has officially registered the complaint submitted by the Joint Organization of Affectees on Colombo-Matara Highway (JOACMH) regarding the Southern Transport Development Project (STDP) in Sri Lanka.
The CRP, including its chair Mr. Augustus Rumansara, is scheduled to visit the project site and meet with the affected communities, government officials, and ADB’s resident mission from December 6-10, 2004, as part of its eligibility deliberation.
This visit is the result of the request for Compliance Review filed by JOACMH on November 9th regarding the STDP project. Problems cited in the complaint include deviation from the original trace, absence of environmental and resettlement surveys and mitigation plans resulting in harsh resettlement practice, lack of participation, environmental degradation, and disturbed social structures.
The CRP has until December 20 to determine the eligibility of the request and to present a decision or recommendation to the Board.
