Newly formed Complaince Review Panel to monitor implementation of recommendations
The ADB Board Inspection Committee, in its July 8th 2004 report to the full Board, recommends that:
- the ADB accept all five recommendations of the Inspection Panel constituted to investigate ADB’s role in the Pakistan-based Chashma Right Bank Irrigation Project Inspection Committee and
- that the ADB’s independent Compliance Review Panel monitor the implementation of remedial measures by the ADB.
The Chashma inspection case was filed by six requesters in November 2002 under the 1995 Inspection Policy. The requesters were consulted on a draft version of the Inspection Panel report in April 2004 but not on the final report. The Requesters maintain that the “GRSC was wholly inadequate and cannot be the basis for the implementation of the Panel’s recommendations” and that the Panel’s recommendation about “appropriate, reliable, transparent, and participatory mechanisms” should “apply not only to large canal irrigation projects” but to “all water sector projects and all infrastructure projects” in Pakistan. The final Panel Report will be released to the Requesters and general public after the Board considers it and offers its own report after a meeting scheduled for August 19.
