As the World Bank proceeds with its two year review of the Program for Results (P4R) lending instrument, significant concerns remain among civil society about how P4R is working and how it constitutes a serious dilution of World Bank safeguards, effectively exempting billions of dollars of lending each year from social and environmental safeguards and possibly replacing the ill-fated use of country systems pilots with a much less rigorous approach. BIC calls on the World Bank to include all lending instruments, including P4R and development policy operations, in the ongoing safeguard review and not to make any further changes in the P4R policy (OP/BP 9.00), such as lifting the 5% cap on P4R as a percent of the total portfolio until the Independent Evaluation Group as carried out an evaluation of the first two years of P4R experiences.
