{"id":9403,"date":"2013-10-15T13:12:27","date_gmt":"2013-10-15T17:12:27","guid":{"rendered":"http:\/\/www.bicusa.org\/?page_id=9403"},"modified":"2013-11-11T09:49:29","modified_gmt":"2013-11-11T14:49:29","slug":"consultas-juveniles","status":"publish","type":"page","link":"http:\/\/archive.bankinformationcenter.org\/es\/nuestro-trabajo\/salvaguardas\/derechos-del-nino\/consultas-juveniles\/","title":{"rendered":"Consultas juveniles"},"content":{"rendered":"<p><span style=\"font-size: 13px; line-height: 16px;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" style=\"margin-left: 5px; margin-right: 5px;\" alt=\"\" src=\"http:\/\/www.bicusa.org\/wp-content\/uploads\/2013\/10\/Peru-poster-6.v2.jpg\" width=\"215\" height=\"213\" \/><strong>Entre el 14 de agosto y el 5 de octubre del 2013, el Bank Information Center (BIC) llev\u00f3 a cabo talleres de consulta con organizaciones colaboradoras en pa\u00edses donde trabaja el Banco Mundial con el objetivo de hablar de las pol\u00edticas de salvaguardia del Banco.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 13px; line-height: 16px;\">Los talleres empezaron con una sesi\u00f3n educativa (<strong><a href=\"http:\/\/www.bicusa.org\/wp-content\/uploads\/2013\/10\/World-Bank-and-Safeguards-Childrens-Workshop-Spanish.pdf\" target=\"_blank\">ver los materiales del taller aqu\u00ed<\/a><\/strong>) para ni\u00f1os y ni\u00f1as sobre el Banco Mundial y el papel del Banco en sus pa\u00edses. A trav\u00e9s de estas consultas, recogimos las recomendaciones de los j\u00f3venes sobre las pol\u00edticas del Banco Mundial y las pol\u00edticas necesarias para proteger sus intereses en los proyectos y programas financiados por el Banco. Los pa\u00edses en que consultas juveniles se llevaron a cabo inclu\u00edan el Per\u00fa, la India, Yemen, Camboya, Uganda y las Filipinas. El Banco Mundial est\u00e1 en el proceso de revisar sus normas de pol\u00edtica sociales y ambientales, y est\u00e1 realizando un proceso consultativo para conseguir aportaciones de m\u00faltiples partes interesadas. Sin embargo, no ha hecho ning\u00fan esfuerzo para escuchar la voz de los j\u00f3venes en este proceso. Por lo tanto, para que las voces de los ni\u00f1os y ni\u00f1as sean escuchadas, es necesario que la sociedad civil inicie un proceso de consulta que incluya los ni\u00f1os y ni\u00f1as y que sea proactiva en transmitir sus opiniones al equipo de revisi\u00f3n de las salvaguardas.<\/span><\/p>\n<p><strong><span style=\"font-size: 13px; line-height: 16px;\">Como resultado de estas consultas y otras actividades de promoci\u00f3n de los derechos del ni\u00f1o, esperamos que el Banco Mundial:<\/span><\/strong><\/p>\n<ul>\n<li><span style=\"text-align: justify;\">Toma en cuenta las opiniones de los ni\u00f1os y ni\u00f1as en la creaci\u00f3n de sus pol\u00edticas de salvaguardia revisadas; y<\/span><\/li>\n<li><span style=\"text-align: justify;\">Incluya fuertes protecciones para los derechos del ni\u00f1o que incorporen las enunciaciones propias de los ni\u00f1os y ni\u00f1as.<\/span><\/li>\n<\/ul>\n<p>Del 29 de octubre al 1 de noviembre, BIC organiz\u00f3 una delegaci\u00f3n \u00fanica de ocho adolescentes y dos expertos en los derechos del ni\u00f1o, quienes viajaron a Washington, DC desde diversas regiones del mundo. <strong><a href=\"http:\/\/archive.bankinformationcenter.org\/es\/delegacion-de-ninos-se-reune-con-el-banco-mundial-sobre-la-necesidad-de-salvaguardas-que-aborden-los-impactos-de-los-proyectos-en-los-ninos\/\" target=\"_blank\">Leer m\u00e1s sobre la visita de los ni\u00f1os aqu\u00ed.<\/a><\/strong><\/p>\n<div class=\"mini_tabs_container\"><ul class=\"mini_tabs\"><li><a href=\"#\">Camboya<\/a><\/li><li><a href=\"#\">India<\/a><\/li><li><a href=\"#\">Per\u00fa<\/a><\/li><li><a href=\"#\">Yemen<\/a><\/li><li><a href=\"#\">Uganda<\/a><\/li><li><a href=\"#\">Filipinas<\/a><\/li><\/ul><div class=\"panes\"><div class=\"pane\"><div class=\"one_half\">El 14 y 15 de septiembre, el Bank Information Center, en cooperaci\u00f3n con la Coalici\u00f3n de ONG para los Derechos del Ni\u00f1o (NGO Coalition for the Rights of the Child), realiz\u00f3 una consulta sobre las salvaguardas del Banco Mundial con 17 ni\u00f1os, ni\u00f1as y adolescentes en Siem Reap, Camboya. Participaron en la consulta ni\u00f1os y ni\u00f1as de toda Camboya, provenientes de tres redes nacionales de derechos del ni\u00f1o, junto con cuatro ni\u00f1os y ni\u00f1as cuyas familias hab\u00edan sido desalojadas de las zonas de Borei Keila y el Lago de Boeung Kak. Los participantes aprendieron m\u00e1s sobre la estructura del Banco Mundial y sus salvaguardas y escucharon una presentaci\u00f3n sobre el proyecto de Gesti\u00f3n y Administraci\u00f3n de Tierras en Camboya. Los ni\u00f1os, ni\u00f1as y adolescentes camboyanos generaron muchas recomendaciones para el Banco Mundial sobre el mejoramiento de su pol\u00edtica de reasentamiento involuntario, en particular para mejorar la protecci\u00f3n de ambos ni\u00f1os y mujeres. Information Center, en colaboraci\u00f3n con la Coalici\u00f3n Filipina sobre la Convenci\u00f3n de las Naciones Unidas sobre los Derechos de las Personas con Discapacidad, realiz\u00f3 una consulta sobre las pol\u00edticas salvaguardas del Banco Mundial con aproximadamente 20 ni\u00f1os, ni\u00f1as y adolescentes de la zona urbana de Manila en las Filipinas. Muchos de los participantes eran ni\u00f1os, ni\u00f1as y adolescentes con discapacidad.
